Each state, territory, and indian tribal organization (ITO) which plans to operate the Summer EBT program must notify the Secretary by January 1 of each year of its intent to do so. For FY 2024, states, territories and ITOs must also clearly attest that non-federal funds have been identified and are available to meet the 50 percent match requirement. Initial FY 2024 administrative funds will not be released until both the notice of intent and the affirmative statement have been provided.
States, territories and ITOs may use the provided affirmative statement or submit a notice that provides substantially the same information. Every state agency or ITO in direct receipt of an initial Summer EBT administrative grant must submit an affirmative statement to their respective FNS regional office.
