In support of President Biden’s call to action on hunger, USDA announced that it is increasing the Pandemic EBT benefit by approximately 15 percent, providing more money for low-income families and millions of children missing meals due to school and child care closures.
The Consolidated Appropriations Act 2023 authorized a permanent, nationwide Summer EBT program beginning in 2024. The Act requires FNS to promulgate interim regulations within a year of the Act’s enactment. Interim regulations are effective upon publication and FNS will accept comments on the interim rule to inform subsequent rulemakings.

This memorandum provides guidance to SNAP state agencies on the end of the temporary student exemptions as described in Section 702(e) of the Consolidated Appropriations Act, 2021 (CAA). The ongoing infant formula shortage due to supply chain issues, which worsened due to a major formula recall in February 2022, has left many CACFP operators concerned about access to formula and their options for safely feeding infants in their care.
FNS waives, for all states, the requirements to serve meals that meet specified meal pattern requirements during the public health emergency due to COVID–19. This waiver applies to state agencies administering and local organizations operating the National School Lunch and School Breakfast programs. These flexibilities also apply to the National School Lunch Program Seamless Summer Option.
Based on USDA’s re-evaluation, the Thrifty Food Plan is increasing by 21% and total national FY 2022 TEFAP entitlement food funding will increase by an estimated $57.75 million. We will be sharing additional details and final numbers after the budget is finalized.
