By law, the June Thrifty Food Plan (TFP) is the basis for The Emergency Food Assistance Program (TEFAP) entitlement food funding formula for the upcoming fiscal year (FY) (7 USC 2036). Typically, FNS releases a memo with the annual TEFAP entitlement food and administrative funding amounts soon after a full year appropriation is enacted by Congress. The funding announced in that memo reflects any changes in food funding amounts due to changes in the TFP.

In FY 2023, the USDA anticipates an increase in TEFAP entitlement food funding, due to significant inflationary changes reflected in the June 2022 TFP. At this time, the USDA estimates that FY 2023 TEFAP entitlement food funding will increase by approximately $46 million. Based on this increase from changes in the TFP, the USDA estimates the national TEFAP entitlement food funding will be approximately $445.5 million in FY 2023. This amount is contingent on FY 2023 appropriations from Congress. As we did last year, we will share additional details and final numbers after the FY 2023 budget is finalized.

In FY 2022, the USDA re-evaluated the TFP as required by the Agricultural Improvement Act of 2018 (PL 115–334, the 2018 Farm Bill). Based on this re-evaluation, the TFP increased by 21 percent and total national FY 2022 TEFAP entitlement food funding increased by $57.75 million.
