On Jan. 30, 2023, the administration announced the end of the COVID-19 Public Health Emergency on May 11, 2023. This action has significant implications for the administration of P-EBT activities for fiscal year 2023 and 2024. This letter is intended to outline those impacts and identify ways in which FNS intends to assist state partners with the issuance of final P-EBT benefits and the orderly conclusion of the P-EBT activities.

This memorandum adjusts the total number of exemptions available to each state for FY 2023. This includes increases in the number of exemptions available to states in which caseloads increased by more than 10 percent.

This memo reiterates and extends the guidance, “Use of Virtual Disaster SNAP (D-SNAP) Operations in Remainder of Fiscal Year (FY) 2021 and FY 2022,” issued on Aug. 2, 2021. This memo provides lessons learned and best practices for D-SNAP operations with virtual components.

State agencies have faced unprecedented challenges during the last two fiscal years while operating a D-SNAP with a virtual component. This memo clarifies the following D-SNAP policies for virtual, hybrid or in person environments: food loss alone for D-SNAP eligibility, 72-hour timeliness requirement and needs assessment.

This memo clarifies processes to reflect system updates for state agencies pursuing additional verification through the Systematic Alien Verification for Entitlements program that have caused an area of SNAP regulations to become outdated and no longer applicable. This memo also explains how to request information on SNAP applicants who are claiming Cuban-Haitian Entrant designation.

This policy memorandum transmits the 2023-24 income eligibility guidelines for the Senior Farmers’ Market Nutrition Program.

SNAP and Head Start are working together to identify ways to promote early childhood education and nutrition services. Joint messaging or outreach reduces duplication and provides new ways to increase child development and nutrition security for children and families.

The rules concerning student eligibility for SNAP are changing due to the lifting of the COVID-19 public health emergency (PHE) on May 11, 2023. To help state agencies prepare for these changes, FNS has consolidated and is sharing existing resources related to student eligibility. 

FNS is providing a comprehensive list of SNAP resource materials and policy memos to equip state agencies with key information to prepare for the end of the COVID-19 public health emergency.

In preparation for the end of the COVID-19 public health emergency, FNS is sharing critical decision points and important resources state agencies should reference as they plan to reinstate the ABAWD time-limit.
