Dear SNAP State Agencies:

The Food and Nutrition Service (FNS) appreciates the tireless work state agencies have carried out throughout the COVID-19 pandemic to connect millions of Americans in need to nutrition assistance through the Supplemental Nutrition Assistance Program (SNAP) while processing an increased number of applications, implementing new program options and initiatives, and addressing staffing challenges. However, FNS understands that state agencies still face many challenges. Some continue to rely on temporary COVID adjustments and other administrative flexibilities to manage high caseloads and staffing limitations, among other COVID -19 related issues.

The Biden Administration recently announced the COVID -19 federal public health emergency (PHE) declaration will end on May 11, 2023. To support state agencies as they return to standard program operations, FNS is providing a comprehensive list of resource materials and policy memos to equip state agencies with key information about the PHE unwinding across SNAP. We hope this list will be a useful tool. Resuming regular operations will require thoughtful planning, especially for states that have used certain adjustments for extended periods. FNS stands ready to support state agencies and provide technical assistance.
