This report – part of an annual series – presents estimates, by state, of the percentage of eligible persons and working poor individuals who participated in SNAP during an average month in FY 2016 and in the two previous fiscal years.

The Characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control (QC) data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2017.

This study sought to better understand the root causes of SNAP application timeliness concerns. A comprehensive in-depth study of program components and practices adopted by the 50 states and the District of Columbia to process SNAP applications was conducted. 

This report describes the feasibility of a modeling approach to forecast tiering error rates based on prior data, in lieu of annual assessments of misclassified FDCHs. It presents estimates for forecasted rates and associated improper payments for FDCHs for each fiscal year (FY) from 2016 to 2020. Due to data limitations, the report concludes that building a reliable model is not possible with the currently available data and estimates produced by the models cannot be used for IPERIA reporting.

This report, the latest in a series of annual reports on WIC eligibility, presents 2016 national and state estimates of the number of people eligible for WIC benefits and the percents of the eligible population and the US population covered by the program, including estimates by participant category.

Because of ethical and legal considerations, FNS cannot examine the effect of participation in SNAP on outcomes such as food security through experimental studies that would require withholding benefits from those eligible. Therefore, this study was conducted to identify whether regression modeling of extant data could yield adequate comparison groups to assess SNAP outcomes.

This report also presents estimates of state participation rates for eligible “working poor” individuals (persons in households with earnings) over the same period.

The Child Nutrition and WIC Reauthorization Act of 2004  permits direct verification of school meal applications and requires FNS to evaluate the feasibility and effectiveness of direct verification by school districts.
