FNS uses a two-tier system to measure errors in eligibility and benefit determination for SNAP. This feasibility study identifies all processes and components that would be required for a one-tier federal SNAP QC system, including the procedural, staffing, and organizational changes and the technological and data-sharing infrastructures.

This study collected data on SFSP operations and characteristics at the state, sponsor, and site levels. Survey data was collected in the summer of 2015 from a census of the 53 state agencies (all 50 states, the District of Columbia, the Virgin Islands, and Puerto Rico) and nationally representative samples of SFSP sponsors and sites. This report describes the feasibility of a modeling approach to forecast tiering error rates based on prior data, in lieu of annual assessments of misclassified FDCHs. It presents estimates for forecasted rates and associated improper payments for FDCHs for each fiscal year (FY) from 2016 to 2020. Due to data limitations, the report concludes that building a reliable model is not possible with the currently available data and estimates produced by the models cannot be used for IPERIA reporting.

Prior to 1982, school districts were not required to verify the income or household size declared by households that applied for meal benefits. It was assumed that households were correctly reporting their income, and children from households that applied and declared a sufficiently Low income were given free or reduced-price meals. From 1982 to the present, the verification of household income for at least some of the approved application s for meal benefits has been part of each school district's responsibilities.
