Resource | Research, Analysis & Background | General/Other Updating Standardized State Heating and Cooling Utility Allowance Values

States may establish their own standard utility allowances. The use of SUAs, including heating and cooling SUAs for households with heating and cooling expenses, simplifies the application process for both the applicant and the state agency. The primary objectives of this study were to conduct a review of available data to determine typical costs for internet access to develop a broadband standard utility allowance; and estimate new fiscal year 2022 HCSUA values for each state.

SNAP state agencies must operate an employment and training (E&T) program for SNAP participants. States most commonly offer the supervised job search or job search training components. To better understand implementation of these components and their effects on participant outcomes, case studies were conducted in three states to examine processes and outcomes of supervised job search, job search training, and integrated job search within a vocational training component.

Resource | Research | General/Other Evaluation of the Implementation of Food Insecurity Nutrition Incentives (FINI): Final Report

This study represents the final findings of the Food Insecurity Nutrition Incentive Grant (FINI) Evaluation. The study Includes information about the amount of incentives issued and redeemed at FINI retailers and characteristics of the retailers involved in the grant program. Overall, over 71 percent of benefits issued were redeemed. Redemption rates were highest at retailers that specialized in selling fruits and vegetables.

Resource | Research | General/Other An Estimate of Potential Identity Theft In SNAP In Two States

This exploratory study estimated the extent to which potential identity theft was used to obtain Supplemental Nutrition Assistance Program (SNAP) benefits in Florida and Missouri during a 12-month period (June 2016 to May 2017). The prevalence of potential identity theft was estimated from examining the SNAP caseload data for cases with data discrepancies requiring referral to the state SNAP agency for further investigation. Because identity theft can be truly determined only after a detailed fraud investigation is conducted, the study estimates are to be considered potential identity theft rather than true identity theft.
