The market basket costs in the Thrifty Food Plan, 2021 apply to the contiguous 48 states and the District of Columbia. By law, the USDA must make cost adjustments to the Thrifty Food Plan to reflect the cost of food in Alaska and Hawaii. This Notice of Funding Availability announces the distribution of $30 million provided by the Consolidated Appropriations Act, 2023, to state agencies to competitively award Equipment Assistance Grants to eligible School Food Authorities participating in the National School Lunch Program.

This memorandum provides the FY 2024 Cost-of-Living Adjustments to the SNAP maximum allotments, income eligibility standards, and deductions. Under the Food and Nutrition Act of 2008, COLAs are effective as of Oct. 1, 2023.
