This memorandum provides the fiscal year 2026 income standards and maximum allotments for the Disaster Supplemental Nutrition Assistance Program (D-SNAP). State agencies may use these standards to determine eligibility for D-SNAP, as well as the maximum allotment for eligible households may receive based on their size.

On July 4, 2025, President Donald J. Trump signed Public Law 119-21, the One Big Beautiful Bill Act of 2025. The law contains several provisions that affect the Supplemental Nutrition Assistance Program (SNAP). These include changes to SNAP eligibility, benefits, and program administration. This information memorandum describes the SNAP provisions and effective dates for most provisions.

On July 4, 2025, President Donald J. Trump signed into law the One Big Beautiful Bill Act of 2025. We are issuing this memorandum to provide Supplemental Nutrition Assistance Program state agencies with additional information on implementing Section 10103 of the OBBB, which changes the treatment of certain energy assistance payments for SNAP.

We are issuing this memorandum to provide CSFP state agencies, including ITOs, with guidance on implementing 7 CFR § 247.14(a), which requires local agencies, as appropriate, to make referrals and provide CSFP applicants with written information on specific public assistance programs.

This memo clarifies state agency flexibility to implement changes to the WIC food packages in ways that support the Trump Administration’s commitment, under the leadership of USDA Secretary Brooke Rollins, to encourage healthy choices, healthy outcomes, and healthy families through the federal nutrition programs.

On July 4, 2025, President Donald J. Trump signed into law the One Big Beautiful Bill Act of 2025 (OBBB). Section 10104 of the OBBB prohibits state agencies from treating internet costs as an allowable shelter expense for the purposes of the excess shelter deduction in the Supplemental Nutrition Assistance Program.

We are requesting states agencies provide notification of intent to close their FY 2025 SNAP-Ed grant and return unexpended grant funding. State agencies who do not wish to terminate their remaining FY 2025 SNAP-Ed funds must submit a state plan by Aug. 15, 2025, or no later than Aug. 31, 2025, if an extension is requested and approved. This should include an intent to expend funds by Sept. 30, 2026.

This memorandum provides the FY 2026 Cost-of-Living Adjustments to the SNAP maximum allotments, income eligibility standards, and deductions. Under the Food and Nutrition Act of 2008, COLAs are effective as of Oct. 1, 2025.
