On July 4, 2025, President Donald J. Trump signed Public Law 119-21, the One Big Beautiful Bill Act of 2025 (OBBB). Section 10107 of OBBB amends Section 28(d)(1)(F) of the Food and Nutrition Act, as amended, by ending required funding of SNAP-Ed with the fiscal year (FY) 2025 grant allocation.
FNS is requesting states agencies provide notification of intent to close their FY 2025 SNAP-Ed grant and return unexpended grant funding. State agencies who do not wish to terminate their remaining FY 2025 SNAP-Ed funds must submit a state plan by Aug. 15, 2025, or no later than Aug. 31, 2025, if an extension is requested and approved. This should include an intent to expend funds by Sept. 30, 2026.
FNS is releasing this memorandum in response to questions received to date. FNS will release additional question and answer documents in the future, as needed. States should contact their respective FNS regional offices with questions or requests for technical assistance.

Questions Regarding SNAP-Ed Provisions of the One Big Beautiful Bill Act of 2025
- 1. Do states need to submit a FY 2025 SNAP-Ed annual report to FNS?
Yes, a state agency that delivered SNAP-Ed services in FY 2025 must submit a SNAP-Ed annual report to FNS, per Section 28(c)(8) of the Food and Nutrition Act of 2008, as amended. States’ FY 2025 annual reports are due Jan. 31, 2026, per 7 CFR 272.2(d)(2)(xiii).
- 2. If a state has unexpended FY 2025 SNAP-Ed grant funds at the end of FY 2025, must the state obligate and expend those funds in FY 2026?
No, if a state has unexpended FY 2025 SNAP-Ed grant funds at the end of FY 2025, a state agency is not required to obligate and expend FY 2025 SNAP-Ed grant funds in FY 2026. The state agency may instead notify FNS of its intent to close the FY 2025 SNAP-Ed grant and return the unexpended grant funding.
- 3. Can states obligate and expend FY 2025 SNAP-Ed grant funds in FY 2026?
State agencies may choose to expend their FY 2025 SNAP-Ed grant funds in FY 2026 and must submit a plan to FNS for expending those funds by Aug. 15, 2025, or no later than Aug. 31, 2025, if an extension is requested and approved. Further, state agencies should expend all SNAP-Ed funds by Sept. 30, 2026, and return any unexpended grant funds by that date to FNS.
- 4. If a state has FY 2025 SNAP-Ed grant funding available to spend in FY 2026, does the state need to submit a FY 2026 SNAP-Ed annual plan?
Yes, states that plan to spend FY 2025 SNAP-Ed funding in FY 2026 must submit a FY 2026 SNAP-Ed annual plan and budget to FNS, per Section 28(c)(2) of the Food and Nutrition Act of 2008, as amended.
- 5. Will FNS consider state requests for extensions of the Aug. 15, 2025, due date for FY 2026 SNAP-Ed annual plans?
State agencies requesting annual plan due date extensions must contact their SNAP-Ed Regional Coordinator to discuss their requests. Regional Coordinators may approve extensions up to Aug. 31, 2025.
- 6. Do states that obligate and expend FY 2025 SNAP-Ed grant funds in FY 2026 need to submit a FY 2026 SNAP-Ed annual report to FNS?
Yes, a state agency that delivered SNAP-Ed services in FY 2026 must submit a SNAP-Ed annual report to FNS, per Section 28(c)(8) of the Food and Nutrition Act of 2008, as amended. States’ FY 2026 annual reports are due Jan. 31, 2027, per 7 CFR 272.2(d)(2)(xiii).
- 7. Are SNAP-Ed services eligible for state administrative expenditure (SAE) reimbursement?
No, Section 28(d)(3)(B) of the Food and Nutrition Act of 2008, as amended, excludes any costs of nutrition education and obesity prevention in excess of the SNAP-Ed grant funds from being eligible for reimbursement under Section 16(a), administrative cost-sharing.
- 8. Will SNAP-Ed be funded in FY 2026 through the appropriations process?
FNS monitors Congressional appropriations actions and will provide additional information to states, if needed.
- 9. How should a state agency notify FNS that it will end SNAP-Ed programming and return unexpended FY 2025 grant funding?
In accordance with 2 CFR 200.340(a)(3), a state agency may terminate its federal award by sending FNS a written notification of the reason(s) for termination, the effective date, and the dollar amount of unexpended funding. FNS encourages state agencies to submit notification of termination by Aug. 15, 2025, and to return unexpended FY 2025 SNAP-Ed grant funds by Dec.1, 2025.
