The purpose of this memorandum is to announce that state agencies may now request additional funding for conducting audits of institutions participating in the Child and Adult Care Food Program and to establish the processes and criteria by which requests will be approved.
We have recently received several questions regarding the requirements for sponsors’ review of their facilities. These questions focused on the long-standing requirements that new facilities be reviewed within the first four to six weeks of operation, and that each facility must be reviewed three times each year.
This memorandum is intended to provide regional offices with information to share with state agencies concerning the use of unannounced monitoring visits to child and adult care facilities in the CACFP.
As part of the Healthy, Hunger-Free Kids Act of 2010, the Food and Nutrition Service is preparing to launch a nationwide research survey of CACFP participants that serve children up to age five.
This memorandum provides the information needed to conduct the reallocation of CACFP audit funds. Reallocation is the process by which state agencies (SAs) can request additional CACFP audit funds above their initial authorized funding level. The availability of CACFP audit funds for reallocation in future years cannot be guaranteed.
This memorandum concerns an option we are providing to state agencies to comply with the third requirement, relating to whether the normal hours of care and meals received while in care are included on the annual enrollment form.
The interim rule and this final rule implement three legislative requirements that affect the application and certification process for the WIC program.
The provisions in this interim rule include elimination of the following provisions: required provision of written information on certain other assistance programs; state agency timeframes for action on local agency applications for participation in the WIC program; annual evaluation of nutrition education and breastfeeding promotion efforts; and annual submission of a state plan.
