This report is the latest in a series on Supplemental Nutrition Assistance Program (SNAP) participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules to those who actually participate in the program. Because the coronavirus COVID-19 public health emergency affected data collection starting in March 2020, this summary covers only the pre-pandemic period of October 2019 through February 2020.
The American Rescue Plan Act of 2021 is a critical step in getting the U.S. economy back on track, getting children back to school, getting COVID-19 vaccinations to all Americans, and pulling millions out of poverty. Specifically, provisions within the jurisdiction of the USDA will reduce hunger across the country, strengthen the food supply chain, invest in rural America, and provide long awaited support to underserved, socially disadvantaged farmers.
To support state agencies and program operators as they transition back to standard program operations while continuing to manage challenges associated with the pandemic, FNS is working both internally and with other federal agencies to pursue strategies within existing authorities and available resources.

This policy memorandum transmits the Civil Monetary Penalty (CMP) inflation adjustment for 2021 for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The adjustment was published in the Federal Register as part of the Civil Monetary Penalty Inflation Adjustments for 2021 Final Rule published on May 10, 2021, at 86 FR 24699.
Any firm may request administrative and judicial review, if it is aggrieved by any of the actions described in SNAP regulations. The Administrative Review Branch ensures that FNS follows the provisions of the Food and Nutrition Act, SNAP regulations, and agency retailer policy, and that the agency's administrative actions are equitable and consistent.
