This information collection addresses the state agency reporting burden associated with the following state agency options under the Supplemental Nutrition Assistance Program (SNAP): Establishing and reviewing standard utility allowances (SUAs) and establishing methodology for offsetting cost of producing self-employment income.
The proposed rule would revise SNAP regulations to standardize the methodology for calculating standard utility allowances.
In October 2019, FNS published a proposed rule entitled “Standardization of State Heating and Cooling Standard Utility Allowances.” This action modernizes the standard utility allowances used in calculating Supplemental Nutrition Assistance Program (SNAP) benefits in order to enhance program integrity and ensure equity among program participants.
SNAP’s QC system uses a tolerance level to set the threshold for determining which errors are included in the national payment error rate calculation. For FY 2020, the tolerance threshold will remain at $37.
This memorandum clarifies the use of third party payroll sources for SNAP certification policy and quality control purposes. The first two sections of this memorandum apply to certification policy and the section titled Quality Control Considerations provides details on how to treat verification from a third party payroll source for QC reviews.

This form provides a systematic means of aiding the State's Quality Control Reviewer in analyzing the case record, planning and doing field investigation and gathering, comparing, analyzing and evaluating data. The SNAP Quality Control (QC) Review Schedule form (FNS 380-1) collects QC and household characteristics data. The information needed to complete this form is obtained from the SNAP case record and State agencies quality control findings. The information is used to monitor and reduce errors, develop policy strategies, and analyze household characteristic data. This notice invites the general public and other public agencies to comment on this proposed information collection.
