SNAP’s QC system uses a tolerance level to set the threshold for determining which errors are included in the national payment error rate calculation. For FY 2018, the tolerance threshold will be $37.
The purpose of this memo is to inform you that USDA will not release a SNAP national payment error rate for FY 2016.
The memorandum that follows is intended to clarify the three ways in which FNS measures timeliness of initial SNAP application processing. This memorandum does not represent new policy, but seeks to clarify the three existing data collection and monitoring procedures.
State agencies must complete and maintain the FNS-245 for each negative case in their SNAP Quality Control (QC) sample. The FNS-245, Negative Case Action Review Schedule, is designed to collect QC data and serve as the data entry form for negative case action QC reviews in the Supplemental Nutrition Assistance Program (SNAP).
FNS staff is working on making improvements to the QC process. One of the major components of the improvements that we are working towards is the development of a paperless work environment for both state and federal QC staff.
It has come to our attention that there is confusion over the Quality Control application of the certification policy that allows state agencies to disallow deductions when the households fails to provide requested verification or fails to report an expense after being advised that failure to do so would result in the loss of a deduction.
