The Coronavirus Aid, Relief and Economic Security Act provides $450 million in supplemental funding for TEFAP for FY 2020, with up to $150 million of the supplemental funding is available as administrative funds and the remaining amount will be made available as food funds.

The Further Consolidated Appropriations Act 2020 provides $245 million for CSFP for FY 2020. Based on this funding level, FNS is issuing a final national caseload allocation of 736,110 for the 2020 caseload cycle. This amount is equal to the 2019 national caseload allocation. On Dec. 5, 2019, the FNS final rule, Supplemental Nutrition Assistance Program: Requirements for Able-Bodied Adults Without Dependents, will publish in the Federal Register. The rule revises the conditions under which FNS would waive, when requested by states, the able-bodied adult without dependents (ABAWD) time limit in areas that have an unemployment rate of over 10 percent or a lack of sufficient jobs. In addition, the rule limits the carryover of unused ABAWD discretionary exemptions.
