The purpose of this document is to provide industry with guidelines for preparing a quality control (QC) program for CN labeled products.

This memorandum addresses certain questions arising from FNS publication of new negative action quality control procedures. On June 11, 2010, FNS published in final the rule entitled "Supplemental Nutrition Assistance Program: Quality Control Provisions of Title IV of PL 107-171." The rules affecting negative action quality control reviews were to be implemented effective Oct. 1, 2011.

This memorandum provides information regarding the state agencies’ quarterly reporting requirements associated with identifying the number of school food authorities certified to receive the performance-based reimbursement for each lunch served in compliance with the new meal pattern requirements for the National School Lunch and School Breakfast Programs.

On March 19, 2012, FNS issued the memo titled Family Day Care Home Administrative Reimbursements: Options and Carryover Reporting Requirements, which described procedures for reporting fiscal year 2011 family day care home administrative payments and carryover. The present memo focuses on reporting family day care home carryover for FY 2012 and beyond.

This memo clarifies options regarding administrative reimbursements and provides guidance for FY 2011 on reporting and managing the unused administrative reimbursements FDCH sponsors may “carry over” into the next FY.

The purpose of this memorandum is to provide guidance on the implementation of this expansion in CACFP.

This Instruction sets forth the policy on reimbursement for meals or milk served to continuous school calendar students.  

This memo is in response to questions raised through Quality Control reviews related to student eligibility for SNAP benefits. Section 6(e) of the Food and Nutrition Act of 2008 and federal regulations at 7 CFR 273.5(a) prohibit students enrolled at least half-time in an institution of higher education from receiving SNAP benefits unless specific exemptions are met.

This policy applies to all TANF-funded subsidized employment paid to SNAP clients or applicants in the form of wages, regardless of the source of TANF funding, including but not limited to funds available to states and Indian tribes through the Emergency Contingency Fund for state TANF programs.

On Nov. 19, 2009, the Program Development Division issued guidance on how to implement Section 8 of that act requiring state agencies to exclude the $25 a week increased unemployment compensation payments from all calculation of resources and income.
