FNS is making significant revisions to the CSFP food package which state agencies are expected to implement on Nov. 1, 2019. FNS is releasing the updated Distribution Rates at this time to allow CSFP state agencies and Indian Tribal Organizations sufficient time to consult with local agencies and plan their ordering accordingly to ensure smooth implementation of the enhanced food package.
In school year 2013-14, FNS introduced the unified administrative review and a 3-year review cycle. Since then, FNS has received feedback about the difficulties of the shorter review cycle, both for the state agencies conducting the reviews, and for school food authorities preparing for and responding to reviews.
FNS issued memorandum SP 07-2019 on Nov. 30, 2018. This memorandum provided information regarding the delay of the fiscal action process due to state agency reported errors associated with the SY 2018-2019 Fiscal Action Workbook.
On Dec. 20, 2018, SNAP was reauthorized as part of the Agriculture Improvement Act of 2018. This information memorandum describes the provisions of Section 4004 of the Act, which is self-executing. An information memorandum outlining the remaining SNAP provisions will follow shortly.
This memorandum transmits the 2019 Income Guidelines for state agencies and Indian Tribal Organizations in determining the eligibility of individuals applying to participate in CSFP.
