USDA produces four food plans outlining practical, nutritious diets at successively higher cost levels: the Thrifty, Low-Cost, Moderate-Cost, and Liberal Food Plans. The Thrifty Food Plan serves as the basis for maximum allotments in SNAP.
This document provides the initial study plan for the reevaluation of the Thrifty Food Plan, 2026. This initial study plan is based on information available as of April 2023. The USDA, FNS intends to publish a final study plan by early 2026.

The purpose of this memorandum is to advise you of a new and revised requirement for all Receiving Organizations (i.e., organizations that receive shipments of Department of Agriculture (USDA) Foods, including Distributing Agencies, Indian Tribal Organizations (ITO), recipient agencies, processors, and warehouses). In accordance with the Older Americans Act Amendments of 2006, state or Area Agencies on Aging and Indian Tribal Organizations and their selected grantees may use funds received in the Nutrition Services Incentive Program to pay school food authorities participating in school meals programs to make food purchases.
