This study provides a comprehensive and systematic picture of the implementation of the Loving Support Peer Counseling Program. Phase I, the Implementation Study, describes the process of the Loving Support Peer Counseling Program implementation in those States that accepted breastfeeding peer counseling grants. Phase II, the Impact Study, will address the research question of what intensity of peer counseling is necessary to increase duration of breastfeeding once the program has met the standards of the FNS model.

One of GAO’s recommendations related to additional oversight of the School Breakfast Program (SBP). This memorandum is to remind state agencies of their general obligation to oversee the SBP to assure that federal funds are properly allocated and spent.
This policy applies to all TANF-funded subsidized employment paid to SNAP clients or applicants in the form of wages, regardless of the source of TANF funding, including but not limited to funds available to states and Indian tribes through the Emergency Contingency Fund for state TANF programs.
This is a reminder of the statutory and regulatory requirements for categorical eligibility for the Child Nutrition Programs based on receipt of benefits from each state’s Temporary Assistance to Needy Families program. The Richard B. Russell National School Lunch Act restricts categorical eligibility to those TANF programs with standards that are comparable to or more restrictive than those in effect on June 1, 1995.

This report compares spending patterns across consumption categories for Supplemental Nutrition Assistance Program (SNAP) households, eligible nonparticipating households, and ineligible households with incomes between 130 and 300 percent of poverty. It also estimates how small increases in income are allocated across consumption categories, analyzes how SNAP eligibility might change under an expenditure-based poverty threshold, and explores the use of savings and credit across the three participation and eligibility groups.
