This interim rule revises regulations governing the WIC food packages to align the WIC food packages with the Dietary Guidelines for Americans and current infant feeding practice guidelines of the American Academy of Pediatrics, better promote and support the establishment of successful long-term breastfeeding, provide WIC participants with a wider variety of food, and provide WIC state agencies with greater flexibility in prescribing food packages to accommodate participants with cultural food preferences.

The WIC Participant and Program Characteristics (PC 2006) report summarizes demographic characteristics of WIC participants nationwide in April 2006, along with information on participant income and nutrition risk characteristics. A national estimate of breastfeeding initiation for WIC infants is included. The report also describes WIC members of migrant farm-worker families.

FNS sponsored the third SNDA study to provide up-to-date information on the school meal programs, the school environment that affects the programs, the nutrient content of school meals, and the contributions of school meals to students’ diets. Data were collected from a nationally representative sample of districts, schools, and students in school year 2004-2005. The nutrient content of school meals offered and served was compared to USDA’s current regulatory standards.

Program errors and the risk of erroneous payments in the National School Lunch Program (NSLP) and School Breakfast Program (SBP) continue to be a concern. Slightly more than one in five students were certified inaccurately or erroneously denied benefits in school year (SY) 2005-06. New data estimates the gross cost of school meals erroneous payments due to certification error at about $935 million while other operational errors represent about $860 million. 

This interim rule amends the regulations on eligibility determinations for free and reduced price school meals to implement nondiscretionary provisions of the Child Nutrition and WIC Reauthorization Act of 2004.

This report provides a comprehensive picture of individuals’ patterns of participation in the Food Stamp Program during 2001-2003, a period of steady caseload growth. Based on data from the Survey of Income and Program Participation, the research explores reasons that individuals enter and leave the FSP, how long they stay on the program, whether they return to the program after exiting, and what factors distinguish those who make greater use of the FSP than others. The research also examines whether participation patterns in 2001-2003 changed from patterns in the 1990s.

FNS is revising the regulations governing procedures related to the procurement of goods and services in the National School Lunch Program, School Breakfast Program and Special Milk Program to remedy deficiencies identified in audits and program reviews.

Report. Survey of the Public Health Nutrition Workforce: 2006-07

This notice invites state and local agencies involved in the administration of The Emergency Food Assistance Program and the general public to comment on the intent of the Department to modify the data sources used to calculate the formula for allocating TEFAP commodities and administrative funds among state agencies.

This report – the latest in an annual series – presents estimates of the percentage of eligible persons, by state, who participated in the Food Stamp Program (FSP) in an average month in fiscal year 2005 and in the 2 previous fiscal years. This report also presents estimates of state participation rates for eligible “working poor” individuals (persons in households with earnings) over the same period.
