This memorandum provides information on current flexibilities in distribution procedures that are available for state agencies that administer TEFAP.
USDA proposes updating the regulations to refine categorical eligibility requirements based on receipt of TANF benefits. Specifically, the Department proposes: (1) to define “benefits” for categorical eligibility to mean ongoing and substantial benefits; and (2) to limit the types of non-cash TANF benefits conferring categorical eligibility to those that focus on subsidized employment, work supports and childcare. The proposed rule would also require state agencies to inform FNS of all non-cash TANF benefits that confer categorical eligibility.
Trends in SNAP Participation Rates: fiscal year 2010 to 2017 is the latest in a series on SNAP participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules who actually participate in the program.
The WIC Infant and Toddler Feeding Practices Study 2 (WIC ITFPS-2)/ “Feeding My Baby” Study captures data on caregivers and their children over the first 6 years of the child’s life after WIC enrollment to address a series of research questions regarding feeding practices, associations between WIC services and those practices, and the health and nutrition outcomes of children receiving WIC. To date, the study has produced three reports: the Intentions to Breastfeed Report (2015); the Infant Year Report (2017); and the Second Year Report (2018). The current report focuses on caregivers’ employment, school, and child care circumstances, as well as the feeding beliefs and practices, dietary intake, and weight status of children from birth through approximately 36 months of age.
In July 2019, FNS published a proposed rule entitled “Revision of Categorical Eligibility in the Supplemental Nutrition Assistance Program (SNAP)." This action closes a loophole that allows states to make participants in certain programs “categorically eligible” to participate in SNAP.
This visualization represents a joint effort of the U.S. Census Bureau, the Food and Nutrition Service, the Economic Research Service and our state partners to use state administrative records to estimate SNAP eligibility rates at the state and county levels.
