The final regulation establishing Food Stamp High Performance Bonuses was published in the Federal Register on Feb. 7, 2005. The regulation established the Program Access Index as one of the criteria – among others – on which states could qualify for a share of the funds made available for bonus awards.
FNS published an interim rule, “Child and Adult Care Food Program; Improving Management and Program Integrity" that explains a provision in that rule requiring state agencies that administer the CACFP to share information with state agencies that administer the Food Stamp Program

After a further review of this matter, and upon advice of our legal counsel, we have reconsidered our position on the use of the Request for Contact (RFC) to facilitate household cooperation with fraud investigations. We have decided that the RFC may only be issued by state eligibility workers and only when the state agency learns of a change in the household’s circumstances that calls into question the household’s continued eligibility for the program or its current level of benefits.
The purpose of this policy memorandum is to highlight and strengthen national program policy regarding integrity in the WIC certification process through existing regulatory requirements as well as through new legislative requirements mandated by PL 105-336.
