This memorandum provides policy clarification that will help to ensure that eligible homeless youth can access the Supplemental Nutrition Assistance Program.

This memorandum and attachment provide information on the release of the revised form FNS-742, the SFA Verification Collection Report, used to report the results of verification activities of free and reduced price applications in the National School Lunch Program and School Breakfast Program.

The purpose of this memorandum is to emphasize the importance of the state agency and school food authority oversight and monitoring of contracts with food service management companies and to provide guidance for these activities.

This memorandum addresses certain questions arising from FNS publication of new negative action quality control procedures. On June 11, 2010, FNS published in final the rule entitled "Supplemental Nutrition Assistance Program: Quality Control Provisions of Title IV of PL 107-171." The rules affecting negative action quality control reviews were to be implemented effective Oct. 1, 2011.

On March 26, 2013, the Consolidated and Further Continuing Appropriations Act 2013 was signed into law, which provides $49.401 million for TEFAP administrative funding through Sept. 30, 2013.

Due to Hurricane Sandy, and effective immediately, retail food stores licensed by the Food and Nutrition Service to accept SNAP benefits in the following counties may accept SNAP benefits in exchange for HOT foods and foods intended to be consumed on retailer premises.

The purpose of this memorandum is to provide a standard process to be used by state agencies when requesting approval to implement additional requirements for the CACFP.
