This is a new collection for the contract Assessment of Mobile Technologies for Using Supplemental Nutrition Assistance Program Benefits (Mobile Payment Pilot evaluation). On Jan. 21, 2000, the Department issued a notice (65 FR 3409) announcing pilot projects which would permit selected school food authorities and state agencies to test alternatives to the application procedures and verification process for households participating in the National School Lunch Program.

The primary purpose of the rule was to strengthen the requirements for adequate testing and pilot before rolling out a new management information system or major system changes. The rule also made changes to the SNAP regulations to provide clarifications and revisions since the last update which occurred in 1996.
