Following federal requirements, state agencies are responsible for determining the eligibility of SNAP households and issuing benefits to those households entitled to benefits under the Food and Nutrition Act of 2008, as amended. Demographics must be collected from households to ensure that they are eligible for the program and that they receive the correct amount of SNAP benefits.

FNS is conducting this study to identify data available from SNAP state agencies, their E&T provider partners, and other sources that can be used to develop measures to assess equity in the administration of SNAP work requirements and E&T services.

USDA has legislative authority to grant waivers to WIC and FMNP state agencies. The American Rescue Plan Act of 2021 grants temporary waiver authority to WIC and WIC FMNP for the purpose of outreach, modernization, and innovation and The Access to Baby Formula Act of 2022 grants permanent waiver authority to WIC during certain emergencies and supply chain disruptions. This information collection request covers activities associated with the waiver request process.
