This rule proposes to revise program regulations to implement changes made by the Agricultural Act of 2014 (the "2014 Farm Bill"), which amends the definition of "retail food store" in the Food and Nutrition Act of 2008 (the FNA) to include governmental or private nonprofit food purchasing and delivery services (P&D Services) that purchase and deliver food to households in which the head of household is an individual who is unable to shop for food, and who is 60 years of age or older, or physically or mentally handicapped or otherwise disabled.

Section 6(0) of the Food and Nutrition Act of 2008 limits ABAWD eligibility for the SNAP to 3 months in any 36-month period, unless the individual meets the ABAWD work requirement or is otherwise exempt. FNS is providing the attached guidance in response to recent questions from state agencies concerning ABAWD policy.

The purpose of this memorandum is to notify WIC state agencies that the monthly value of the cash value voucher for fruits and vegetables for pregnant, postpartum, and breastfeeding women will increase from $10 to $11 beginning in FY 2016 on Oct. 1, 2015.

FNS is interested in identifying ways to stimulate increased competition in the Electronic Benefit Transfer marketplace and identify procurement or systems features that are barriers to new entrants.

The U.S. Department of Health and Human Services, Food and Drug Administration (FDA) published the final rule, Nutrition Labeling of Standard Menu Items in Restaurants and Similar Retail Food Establishments in the Federal Register (79 FR 71155) on Dec. 1, 2014.

In accordance with provisions of the Healthy, Hunger-Free Kids Act of 2010, this proposed rule would revise the state agency's administrative review process to establish a unified accountability system designed to ensure that participating school food authorities comply with the National School Lunch Program and School Breakfast Program requirements.

This document contains a correction to the final rule published in the Federal Register on March 2, 2015, "Professional Standards for State and Local School Nutrition Programs Personnel as Required by the Healthy, Hunger-Free Kids Act of 2010."

One important goal of the Healthy, Hunger-Free Kids Act of 2010 is to ensure that children have access to the nutrition they need to grow into healthy adults.

This rule proposes changes to the meal pattern requirements for the Child and Adult Care Food Program to better align the meal patterns with the 2010 Dietary Guidelines for Americans, as required by the Healthy, Hunger-Free Kids Act of 2010 (HHFKA).

The purpose of this memorandum is to clarify for state agencies and sponsors the meal disallowance requirements as they relate to site caps.
