This webinar is Part 3 of our webinar series “Demystifying USDA Food Complaints.” It focuses on results and resolution in the USDA Foods complaint process for USDA Foods in schools. The USDA Foods Complaint Team, as represented by Tony Wilkins, presents different scenarios as USDA Foods are transported from the vendor to their final destination, school kitchens. This memorandum provides the SY 2016-2017 SFA-3 with revised instructions that provide additional information and clarifications to the previously released form’s instructions. The revised instructions will assist with the completion of the FNS-640 report that is due on March 1, 2018.

The purpose of this memorandum is to provide guidance to state agencies and local educational agencies (LEAs) on the option to begin verification activities before October 1.

FNS is issuing this policy to provide states with flexibility to serve Hurricane Harvey evacuees. States may choose to either serve evacuees through expedited SNAP rules or through the simplified program rules in the Evacuee Policy, as described in this memorandum. When applying the Evacuee Policy, states must use the criteria detailed in this memorandum for determining eligibility, household composition, verification, benefit allotments, and duplicate participation. This memorandum also outlines the reporting and Quality Control processes for cases processed under the Evacuee Policy.

The WIC Vendor Management and Food Delivery Handbook was developed by FNS to serve as a resource manual for state and federal staff who operate and oversee the WIC Program. The handbook is a comprehensive summary of regulations, policy, and guidance related to WIC Vendor Management and Food Delivery. It does not replace or supersede federal regulations or policies that govern the WIC Program.
