A number of states and regional offices have approached FNS with further questions about the use of non-merit staff in the SNAP application and recertification process. These questions primarily revolved around the use of temporary non-merit staff and staff funded with non-SNAP funds. The following Questions and Answers are meant to further clarify questions raised by states and regional offices and also expand upon prior guidance.
We would like to issue a correction on question 11 from the Questions and Answers on categorical eligibility that were issued on Dec. 15, 2009. The answer incorrectly states that the entire household is no longer categorically eligible if any member of a categorically eligible household fails to comply with work registration, job search, voluntary quit, workfare, or monthly reporting requirements.
This memorandum provides questions and answers relating to policy memorandum SP38 CACFP08 SFSP07-2009, Extending Categorical Eligibility to Additional Children in a Household, dated Aug. 27, 2009.
Attached is the second set of question and answers in response to issues raised by the states through various discussions, concerning Supplemental Nutrition Assistance Program funding through the Department of Defense Appropriations Act of 2010.
Under Secretary Kevin Concannon sent a letter to all state SNAP Commissioners on Nov. 20, 2009 setting forth the Department's concern that outsourcing functions of the SNAP intake and application process has resulted in more complex and cumbersome enrollment procedures that have not furthered the mission of the program.
This memorandum transmits the first set of Questions and Answers that the Program Development Division has received about excluding the special weekly $25 Unemployment Compensation payments.
Attached are questions and answers from Nov. 20, 2009, Dec. 15, 2009 and Jan. 26, 2010 on the implementation of categorical eligibility and the reporting requirements for categorically eligible households. These questions are in response to inquiries from the states.
This memorandum applies only to state agencies that include the following (or similar) wording on a SNAP application: "Failure to report or verify any of the above listed expenses will be seen as a statement by your household that you do not want to receive a deduction for the unreported expense."
This memorandum replaces SP 35-2009: Q&As Milk Substitution for Children with Medical or Special Dietary Needs, dated Aug. 13, 2009. We have attached the complete set of questions and answers and highlighted the three additions.
