Attached is a Q&A fact sheet that answers questions and provides further guidance on the new racial/ethnic data collection and the new FNS-101 reporting. The July 31, 2006, memorandum offers further policy guidance on this regulation.

Attached is the fifth set of questions and answers in response to issues raised by states since the issuance of our four earlier sets of questions and answers, clarifying the certification provisions of the Farm Security and Rural Investment Act of 2002.

It has come to our attention that there is some uncertainty regarding proper application of the monitoring requirements for sponsoring organizations set forth in the CACFP regulations. This memorandum provides guidance on that issue, and replaces CACFP Memorandum # 04-2006, issued on Jan. 20, 2006.

Please find attached a question and answer package on financial issues related to the  Employment and Training program. In the last several years, state agencies have expanded their approaches to E&T programs, both in component coverage and how activities are funded.

As a result of the recently enacted Deficit Reduction Act of 2005 there is a requirement that a Medicaid client present documentary evidence of citizenship. The provision does not expand or restrict eligibility for Medicaid, but simply imposes the requirement that a Medicaid client present documentary evidence of citizenship. 

We continue to receive questions regarding procurements in the child nutrition programs, particularly in the National School Lunch and School Breakfast Programs. Attached are the most recently received questions and answers.

The topics addressed in these attachments are: State Agency Oversight Tools, Sponsor Oversight Tools, and Training and Other Operational Issues. Attachments 1 and 2 were transmitted on Sept. 23, 2005 and Nov. 7, 2005. Taken together, the five attachments provide a complete set of answers to questions raised during training on the second interim rule.

Attached is a copy of SMI Frequently Asked Questions for you to distribute to your school food authorities. This document is additional SMI guidance for state agencies and SFAs to use in implementing SMI requirements.
