Prohibition Against National Origin Discrimination Affecting Persons with Limited English Proficiency in Programs and Activities Conducted by USDA
This Departmental Regulation establishes the policies and procedures for ensuring that persons with limited English proficiency have meaningful access to programs and activities conducted by the USDA pursuant to Executive Order 13166, “Improving Access to Services for Persons with Limited English Proficiency.”

FNS 113-1: Civil Rights Compliance and Enforcement
The purpose of this Instruction is to establish and convey policy and provide guidance and direction to the USDA Food and Nutrition Service and its recipients and customers, and ensure compliance with and enforcement of the prohibition against discrimination in all FNS nutrition programs and activities, whether federally funded in whole or not.
