Under Section 7(h)(9) of the Food and Nutrition Act of 2008, as amended (the Act), states have the option to require that a SNAP Electronic Benefit Transfer card contains a photo of one or more household members.
This rule proposes to amend NSLP regulations to incorporate provisions of the Healthy, Hunger- Free Kids Act of 2010 designed to encourage states to improve direct certification efforts with SNAP.
This action proposes to revise Food Stamp Program regulations pertaining to the standards for approval of Electronic Benefits Transfer systems, the participation of retail food stores and wholesale food concerns, and the state agency liabilities and federal sanctions.
This proposed rule will increase state agency flexibility in administering the program and maximize the advantages afforded by the technology.
