The purpose of this memorandum is to provide guidance on meal service requirements in the Summer Food Service Program and the National School Lunch Program’s Seamless Summer Option.
This memorandum consolidates the recent policy changes in the NSLP, SBP, and SFSP that affect the implementation of the Seamless Summer Option. This memorandum and its attachment supersede SP 37-2015, 2015 Edition of Questions and Answers for the National School Lunch Program’s Seamless Summer Option, May 22, 2015.
This memorandum provides general guidance on the various procurement groups FNS has identified, how to use each group in a way that complies with federal procurement standards, and supersedes SP 35-2012, Procuring Services of Purchasing Cooperatives, Group Purchasing Organizations, Group Buying Organizations, etc., dated June 12, 2012.
This memorandum consolidates and supersedes previous LEP guidance and incorporates previously released USDA and FNS guidance. FNS is issuing this guidance in a Q&A format to provide responses to questions that FNS has received regarding communications with LEP individuals.
FNS has received many questions related to implementation of 2 CFR Part 200 and understands that changes to financial and procurement systems are costly and require time to develop and implement. Therefore, FNS will work with state agencies during this transition period and will seek to answer questions and provide guidance as needed.

This memorandum and attached Q&As clarify and highlight the use of state administrative expense funds, both as initially allocated and when reallocated, and state administrative funds for state-level coordination of farm to school activities related to the administration of the child nutrition programs.
Recently, we have received several questions about the use of funds from the nonprofit school food service account to cover expenditures related to farm to school activities and school gardens. The questions and answers below address specific scenarios that school food authorities may be dealing with when considering the allowability of such costs.

The attached Questions & Answers provide guidance on the meal patterns and dietary specifications for meals offered under the School Breakfast Program. The meal requirements for the SBP were established by the final rule Nutrition Standards in the National School Lunch and School Breakfast Programs.
