This policy memorandum provides clarification to WIC state agencies on the initial authorization of vendors that derive more than 50 percent of their annual food sales revenue from WIC (above-50-percent or A50 vendors) as well as information on the requirements for A50 vendors following authorization. 

This letter provides information to WIC state agencies and WIC Farmers’ Market Nutrition Program state agencies on available American Rescue Plan Act of 2021 waivers and a new state agency request process.

The Child Tax Credit, part of the American Rescue Plan, significantly expands the child tax credit for 2021 and will be issued to families in monthly payments, beginning in July. These credits do not count as income for purposes of determining eligibility for WIC. For more detailed information on the Child Tax Credit, please go to childtaxcredit.gov.

The purpose of this memorandum is to ensure that all stakeholders are aware of the federal regulatory requirements related to the disclosure of confidential WIC vendor and participant information.

This Informational memorandum signals USDA FNS’ intent to set forth efforts in support of the American Rescue Plan Act of 2021. The Act provides $390 million for FY 2021, to remain available through FY 2024, to carry out outreach, innovation, and program modernization efforts, including appropriate waivers and flexibility, to increase participation and redemption of benefits.

The WIC Vendor Management and Food Delivery Handbook was developed by FNS to serve as a resource manual for state and federal staff who operate and oversee the WIC Program. The handbook is a comprehensive summary of regulations, policy, and guidance related to WIC Vendor Management and Food Delivery. It does not replace or supersede federal regulations or policies that govern the WIC Program.

The purpose of this memorandum is to provide state agencies operating the Special Supplemental Nutrition Program for Women, Infants and Children with information regarding compliance with split tender transactions. 

This policy memorandum is being issued in response to the fiscal year 2013 audit by USDA’s Office of Inspector General, state agencies’ Food Costs for the FNS WIC Program.

This policy memorandum provides guidance to state agencies on authorization of vendors impacted by the sale of Safeway, Inc. (Safeway) to AB Acquisition, LLC (Albertsons).

This policy memorandum implements the vendor preauthorization provision of the Consolidated Appropriations Act 2014.
