The SFMNP awards grants to states, U.S. Territories and federally recognized Indian Tribal Organizations to provide low-income seniors with coupons that can be exchanged for eligible foods at farmers markets, roadside stands, and community supported agriculture programs. The majority of grant funds must be used for benefits. state agencies may use up to 10 percent of their grants for program administrative costs.

The purpose of this new collection is to collect qualitative and quantitative stakeholder feedback through meetings, focus groups, interviews, other stakeholder interactions and surveys, as well as requests for administrative data, as part of the planning process for FNS regulatory actions, the semi-annual regulatory agenda, research studies, outreach, training and the development of guidance.

This memorandum provides information about the availability of administrative flexibilities available to SFMNP state agencies under current regulations. The Families First Coronavirus Response Act did not provide additional flexibilities to SFMNP state agencies. Consequently, state agencies may only implement flexibilities permitted under current SFMNP regulations.
