This collection is a revision of a currently approved collection for the Senior Farmers' Market Nutrition Program.
This policy memorandum transmits changes from the Office of the Assistant Secretary for Civil Rights regarding the appropriate nondiscrimination statement to use on Senior Farmers’ Market Nutrition Program (SFMNP) materials.

The three provisions include adding honey as an eligible food for purchase with SFMNP benefits, prohibiting the value of SFMNP benefits from consideration as income or resources when determining eligibility for other programs under any federal, state or local law, and prohibiting the collection of state or local tax on a purchase of food with a benefit distributed under the SFMNP.
Several questions have recently been raised regarding types of honey may be purchased using the SFMNP benefits. The purpose of this policy memorandum is to clarify that issue.
This policy memorandum contains guidance to Senior Farmers’ Market Nutrition Program state agencies regarding the Economic Stimulus Act of 2008 that provides rebates to many low and middle-income households.
State agencies operating the Senior Farmers’ Market Nutrition Program (SFMNP) in FY 2007 will be expected to provide final financial and program reports by Jan. 31, 2008.

This final rule implements the provision of the Farm Security and Rural Investment Act of 2002 that gives the Secretary of Agriculture the authority to promulgate regulations for the operation and administration of the Senior Farmers' Market Nutrition Program, thereby making it a permanent program rather than a competitive grant.
