This memorandum includes questions and answers on flexibilities available to TEFAP state agencies on the operation of TEFAP. These flexibilities may assist state agencies that administer TEFAP in continuing to provide food to people in need during the novel COVID-19 public health emergency.
Based on USDA’s re-evaluation, the Thrifty Food Plan is increasing by 21% and total national FY 2022 TEFAP entitlement food funding will increase by an estimated $57.75 million. We will be sharing additional details and final numbers after the budget is finalized.
In FY 2020, TEFAP received a significant amount of additional funding for food purchases and administrative expenses through the Food Purchase Distribution Program and legislation in response to the novel coronavirus public health emergency.

The Coronavirus Aid, Relief and Economic Security Act provides $450 million in supplemental funding for TEFAP for FY 2020, with up to $150 million of the supplemental funding is available as administrative funds and the remaining amount will be made available as food funds.

The Agriculture Improvement Act of 2018 changes TEFAP state plan requirements and the TEFAP food funding formula.
Three pieces of legislation currently govern the level of food and administrative resources available to TEFAP in FY 2013: the Food and Nutrition Act of 2008; the Emergency Food Assistance Act of 1983; and the Continuing Appropriations Resolution 2013 which provides funding in FY 2013 at a pro rata share of the FY 2012 funding level through March 27, 2013.
