Through ARPA, USDA received waiver authority to support WIC and FMNP outreach, innovation, and modernization. Waivers are currently available to support WIC online shopping and ARPA funded projects.

Resource | Policy Memos FY 2023-24 FMNP e-Solution Grant: Notice of Funding Availability

The American Rescue Plan Act of 2021 provided USDA with $390 million, available through FY 2024, to carry out outreach, innovation, and program modernization efforts to increase participation and redemption of benefits for both the WIC program and the WIC Farmers’ Market Nutrition Program.

Resource | Technical Assistance & Guidance FY 2022 ARPA WIC Technology/Service Delivery Improvement: Communications, Data, and Metrics Grant

In FY 2022, FNS awarded $23,100,000.00 in grants to 66 WIC state agencies to support planning and implementation of projects to improve the WIC participant experience. State agencies each received $350,000.00 in funding to work on multiple types of projects.

This webinar provides USDA Foods recipients, USDA FNS regional offices, and state agencies a refresher on the FNS Instruction 709-5: Shipment and Receipt of USDA Foods. The webinar highlights the five key areas involved with the shipment and receipt of USDA Foods: arranging shipment and delivery, guidance on inspecting the shipment, accepting and receipting the shipment, unloading the shipment, and disposition and replacement of USDA Foods. In addition, E-invoicing in WBSCM and filing complaints is covered.

This instruction establishes the general standards and procedures that the state distributing agency, Indian Tribal Organization, or other consignee must follow in receiving shipments of USDA Foods, and conveys established responsibilities for other entities such as USDA Foods vendors and carriers.
