Under the statutory authority of the Commodity Credit Corporation, USDA is providing approximately $1.5 billion in additional support for emergency food programs to address supply chain challenges and elevated food costs.
On Nov. 8, 2022, FNS published WIC Policy Memorandum #2023-1 Abbott Infant Formula Waiver Expiration Schedule which extended active waivers to Jan. 31, 2023, or 60 days after the end of the Presidentially-declared COVID-19 major disaster declaration in the affected area, whichever is sooner. However, FNS recognizes that WIC state agencies may need additional flexibility to ensure uninterrupted access to infant formula for WIC families even as WIC state agencies transition back to normal operations. The intent of this policy memorandum is to formally describe the timeline for this transition, as previously described in the Dec. 19, 2022 letter to state agencies.
USDA is aware of increased reports of EBT theft due to card skimming, cloning, and similar fraudulent methods. On Dec. 29, 2022, President Joseph R. Biden signed into law the Consolidated Appropriations Act, 2023 (the Omnibus), which includes provisions for the replacement of stolen EBT benefits with federal funds.

Division HH, Title IV, Section 503(b), of the Act ends SNAP EA that were provided by Section 2302(a)(1) of the Families First Coronavirus Response Act (FFCRA). The law terminates EA after the issuance of February 2023 benefits. Therefore, the last benefit month that may include EA is February 2023.
