The purpose of this memorandum is to advise you of a new and revised requirement for all Receiving Organizations (i.e., organizations that receive shipments of Department of Agriculture (USDA) Foods, including Distributing Agencies, Indian Tribal Organizations (ITO), recipient agencies, processors, and warehouses). This memorandum replaces the previous FD-062 dated April 25, 2011 , and adjusts the maximum timeframe for entering shipment receipts in the Web-Based Supply Chain Management System.
This memo provides the list of states that are eligible to waive SNAP participation time limits for Able Bodied Adults without Dependents for FY 2014. Under SNAP regulations, a state can qualify for a 12-month statewide ABA WD waiver if the Department of Labor Unemployment Insurance Service determines that it qualifies for extended unemployment benefits.
Due to Hurricane Sandy, and effective immediately, retail food stores licensed by FNS to accept SNAP benefits in the following counties may accept SNAP benefits in exchange for HOT foods and foods intended to be consumed on retailer premises.
This memorandum addresses certain questions arising from FNS publication of new negative action quality control procedures. On June 11, 2010, FNS published in final the rule entitled "Supplemental Nutrition Assistance Program: Quality Control Provisions of Title IV of PL 107-171." The rules affecting negative action quality control reviews were to be implemented effective Oct. 1, 2011.
