Resource | Final Rule Final Rule: WIC Bloodwork Requirements

This final rule amends regulations governing the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to allow state agencies the option to defer the collection of blood test data for up to 90 days after the date of certification, so long as the applicant is determined to have at least one qualifying nutrition risk factor at the time of certification.

This report provides an overview of the experience of nine States with biometric identification technologies as of September 1999 and discusses some of the major policy and operational issues encountered during implementation and testing. The report also synthesizes available information on the effectiveness of the technology in reducing duplicate participation and provides a discussion of measurement complexities and issues on the horizon as use of the technology continues to expand. A companion report contains an overview of biometric identification technology, examining the functional capabilities, performance, and applications of the various technologies with a particular focus on finger imaging, the most commonly used and well known.

This report analyzes the findings from North Carolina’s Vehicle Exclusion Limit Demonstration, which excluded one vehicle per household, regardless of value, from the Food Stamp Program’s countable asset limit. Under current law, for most families, only the first $4,650 of the first vehicle’s value is excluded. Some have argued that because a reliable vehicle is often required to find and hold a job, the entire value of the first vehicle should be excluded.

The study collected data on-site on food, labor, and other meal production costs for a five day period. A major goal was to test the feasibility of identifying meal production costs that were not charged to the SFA account (to obtain full costs) and directly allocating costs to different SFA activities.
