FMNP and SFMNP Modernization

FNS supports the modernization of the WIC Farmers’ Market Nutrition Program (FMNP) and the Senior Farmers’ Market Nutrition Program (SFMNP). Modernizing WIC FMNP and SFMNP is expected to:

Encourage families to redeem more of their food benefits;
Increase access to fresh, unprepared, locally grown fruits and vegetables; and
Help more families engage with farmers in their community.

eSolutions

Electronic solutions (eSolutions) are a key step in modernizing WIC FMNP and SFMNP. This transition aims to improve the program experience for state agencies, participants, farmers, and farmers’ markets. FNS is available to support state agencies as they consider options that best meet their needs.

WIC FMNP Waivers

FNS is supporting flexibility and innovation through the waiver authority granted under the American Rescue Plan Act (PL 117-2, ARPA). Under this authority, WIC FMNP state agencies were able to request regulatory and statutory waivers to test new and innovative models of operation. ARPA waiver authority applies only to WIC FMNP and did not give FNS the authority to approve waivers for SFMNP.

WIC FMNP eSolutions Grants

The American Rescue Plan Act of 2021 (PL 117-2, ARPA) provided USDA with $390 million, available through FY 2024. ARPA's funds are intended to carry out outreach, innovation, and program modernization efforts to increase participation and redemption of benefits for both the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and the WIC Farmers’ Market Nutrition Program (FMNP). In FY 2022 and FY 2023, FNS offered grants to modernize benefit delivery to FMNP state agencies, including Indian Tribal Organizations (ITOs) and territories. These grants allow state agencies to procure and implement web-based mobile benefit delivery software. Subject to the availability of federal funds, FNS will offer additional grants to FMNP state agencies in FY 2024. The primary goals of these grant projects are to: (1) modernize benefit delivery for FMNP state agencies, participants, farmers, and farmers’ markets; and (2) increase benefit utilization at farmers and farmers’ markets.

SFMNP ARPA Grants

The American Rescue Plan Act of 2021 (PL 117-2, ARPA) provided USDA with $50 million to implement SFMNP initiatives to maintain and improve supply chain resiliency, which also improves the nutrition security of eligible participants. In accordance with Section 1001 of ARPA, FNS provided $50 million in non-competitive grants to SFMNP state agencies to implement program initiatives to sustain, improve, and expand their operations and services to strengthen farmers’ markets and CSAs, and provide more support for local farmers. Grant funds may be used through Sept. 30, 2024, for one or more of the following five initiatives:

Transition to an eSolution;
Expand service area(s);
Serve more eligible seniors;
Issue the $50 maximum benefit; and/or
Implement other program improvements.
