Administrative Funding and Reimbursement for Expenses Associated with Supply Chain Disruptions

This page provides guidance for FDPIR administering agency staff to request administrative funding to support additional administrative costs associated with the national warehouse response.

Support for Additional FDPIR Administrative Funding

USDA recognizes the supply chain disruptions may result in additional administrative costs for FDPIR administering agencies. FNS stands ready to provide additional administrative funding support to any FDPIR administering agency who has incurred administrative expenses beyond their current budget allocation due to the national warehouse response.

Examples of Additional Administrative Expenses

  • Additional staff time, such as overtime incurred by FDPIR staff, to support food delivery schedules and program operations outside of normal business hours, such as during weekends or nightshifts.
  • Additional equipment and supplies necessary to properly store and/or distribute USDA Foods.
  • Additional transportation costs, such as gasoline, to support the distribution of USDA Foods at additional home delivery sites or additional tailgate distribution locations.
  • Other administrative-related expenses incurred as a result of the supply chain disruptions.

How to Request Additional Administrative Funding

You should reach out to your FNS regional office to request additional administrative funding with your fiscal year 2025 budget request or throughout the fiscal year as funds are needed. The administrative funds will be added to your letter of credit and will follow the regular administrative funding procedures. Funds will be reported with all other administrative funds on your SF-425.
