This is the final report for the project, "Analysis of the Current Population Survey Data for Food Security and Hunger Measurement" conducted by Mathematica Policy Research, Inc.
The National School Lunch Program and the School Breakfast Program are central parts of a national policy designed to safeguard and promote the nutritional well-being of the Nation’s children. The programs are administered by FNS, operating through state agencies that have agreements with the local school systems in their states. Despite the progress that has been achieved over the years in enhancing the quality of school meals, results of research conducted in the early 1990s indicated that school meals, on balance, were failing to meet certain key nutritional goals.
This report examines data from the Current Population Survey in order to analyze trends in free and reduced price certification and participation in the National School Lunch Program during the period of 1993-1997. The data indicate that free certifications for NSLP as a percentage of CPS estimated eligibles have been increasing for several years and was 118% in 1997 (latest available).

This study provides national estimates of the food acquisitions of public unified school districts participating in the National School Lunch Program and School Breakfast Program. It describes the type, quantity, and value of foods purchased by public school districts and the relative importance of foods donated to these school districts by the USDA,
The analysis conducted in this study builds on these two strands of the literature and uses three alternate definitions of breakfast: Consumption of any food or beverage. Breakfast intake of food energy greater than 10 percent of the Recommended Dietary Allowance (RDA). Consumption of foods from at least two of five main food groups and intake of food energy greater than 10 percent of the RDA.
