Section 4022 of the Agricultural Act of 2014 authorized and funded the SNAP E&T pilots, which enabled the USDA Food and Nutrition Service and states to expand SNAP E&T programs and test innovative strategies to connect SNAP participants with good-paying jobs, thereby increasing their incomes and reducing the need for nutrition assistance benefits. This is the fifth annual report to Congress.

The 2014 Farm Bill established a Multi-Agency Taskforce to provide coordination and direction for U.S. Department of Agriculture (USDA) foods administered by the Food and Nutrition Service (FNS). The Task Force is responsible for evaluating and monitoring USDA commodity programs to ensure that through the distribution of domestic agricultural products, the programs support the U.S. farm sector and contribute to the health and well-being of individuals in the United States. This third annual report to Congress describes the activities of the taskforce in 2017.

This study uses surveys of Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) participants and E&T providers to describe the characteristics of SNAP participants who use E&T services and the characteristics of organizations that provide the services. The purpose of this study is to evaluate the effectiveness of state agencies current peer group systems, and to provide guidance to state agencies on how to evaluate and update their systems. Specifically, it uses empirical analysis to identify one or more effective models for establishing vendor peer groups that could apply to most state agencies.

This study — mandated by Section 4022 of the Agricultural Act of 2014 — reviews research on employment and training program components and practices that: (1) assist members of households participating in SNAP to obtain regular employment; and (2) are best integrated with state workforce development systems. 

This study examined the feasibility of creating a data collection system capable of directly and automatically providing USDA with item-level data on purchases made by SNAP households. Data would be captured at the point of sale from purchases made using EBT cards.
