The Program Access Index is one of the measures FNS uses to reward states for high performance in the administration of SNAP. Performance awards were authorized by the 2022 Farm Bill. The PAI is designed to indicate the degree to which low-income people have access to SNAP benefits. The purpose of this step-by-step guide is to describe the calculation of the PAI in detail. It includes all of the data, adjustments, and calculations used in determining the PAI for every state.
FNS advances food safety education and practices in federal nutrition assistance programs through research conducted by the Center for Food Safety in Child Nutrition Programs (the Center). The Study of School Food Authority (SFA) Procurement Practices is the first study from the U.S. Department of Agriculture (USDA), Food and Nutrition Service to comprehensively describe and assess the decision-making process regarding school food procurement practices at the SFA level. The sample for this study was a subset of the 1,679 SFAs that participated in the Child Nutrition Operations Study II (CN-OPS-II), which included a module on SFA procurement practices in school year (SY) 2016–17. Findings are based on the perceptions and experiences of the SFA and they may not reflect actual regulations and policies; this study was not an audit.
The Characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2019. Because SNAP is available to most low-income households, participants represent a broad cross section of the Nation's poor.
The Study of Food Safety Needs of Adult Day Care Centers in the Child and Adult Care Food Program report identified and evaluated food safety knowledge gaps and education needs of adult day care center program operators. Overall, this study provides information on knowledge gaps related to food safety practices in adult day care centers and illuminates the best way for center staff to receive future food safety training and information support.
National completion rates for SNAP QC reviews have generally declined since peak levels in the 1980s, and State-level completion rates vary widely. This study examines the factors contributing to incomplete reviews of cases and describes best practices associated with high SNAP QC completion rates.
The report presents the results of a survey conducted with every state during November and December 1997 to gather detailed information on state options taken in six main areas, with particular focus on time limits and work requirements for able-bodied adults without dependents (ABAWDs) and on food stamp sanctions.
