This analysis helps to estimate the nutritional quality of the 2022 FDPIR food package 'as offered' using the Healthy Eating Index scoring algorithm. This will provide an update to the first HEI estimate of the 2014 FDPIR food package. The project also aims to estimate the HEIs of the food packages 'as delivered' to participants.

The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. The Program Access Index  is one of the measures FNS uses to reward states for high performance in the administration of SNAP. Performance awards were authorized by the 2022 Farm Bill. In September 2016, FNS awarded Team Nutrition Training Grants to 14 state agencies that administer the USDA’s NSLP, SBP and CACFP. This TNTG cohort was different than previous cohorts because, for the first time, grantees were asked to outline a plan to evaluate some or all of the interventions they would implement with grant funding.

The Characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2019.  Because SNAP is available to most low-income households, participants represent a broad cross section of the Nation's poor.

The biennial WIC Participant and Program Characteristics Report describes a census of all participants in WIC. The most recent report (PC 2016) reflects state management information systems data from April 2016, and this Food Package Report is a supplemental analysis of that data. While PC 2016 summarizes participant characteristics, this report summarizes the food packages, or prescriptions, that state agencies issued to these participants.
