The Program Access Index  is one of the measures FNS uses to reward states for high performance in the administration of SNAP. Performance awards were authorized by the 2022 Farm Bill. The PAI is designed to indicate the degree to which low-income people have access to SNAP benefits. The purpose of this step-by-step guide is to describe the calculation of the PAI in detail. It includes all of the data, adjustments, and calculations used in determining the PAI for every state.

Resource | Research | Participation Characteristics Characteristics of SNAP Households: FY 2019

The Characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2019.  Because SNAP is available to most low-income households, participants represent a broad cross section of the Nation's poor.

National completion rates for SNAP QC reviews have generally declined since peak levels in the 1980s, and State-level completion rates vary widely. This study examines the factors contributing to incomplete reviews of cases and describes best practices associated with high SNAP QC completion rates.

The purpose of this study was to examine how to define “adequacy” of SNAP allotments objectively in the context of program goals to improve food security and access to a healthy diet, existing data sources that could inform an assessment of the adequacy of existing and potential alternative SNAP allotments, and new data requirements to strengthen the evidence-base and allow for further rigorous analyses.

The diets of most Americans fall short of the Dietary Guidelines for Americans. This exploratory analysis examines dietary patterns of low-income individuals classified as healthy and less healthy eaters based on their score on the Healthy Eating Index (HEI)-2005. The HEI-2005 is a 100-point score that measures how well populations adhere to the Dietary Guidelines for Americans.

This report, required under the 2008 Farm Bill, reviews the nutritional quality of the food package provided through USDA’s Food Distribution Program on Indian Reservations, comparing its content to scientific standards including the Dietary Guidelines for Americans, the Dietary Reference Intakes, the Thrifty Food Plan nutrient standards and the Healthy Eating Index-2005.

The National School Lunch Program operates in over 94,000 schools and institutions. More than 26 million children receive meals through the program on any given day; about half of these meals are provided free of charge. The School Breakfast Program operates in approximately two-thirds of the schools and institutions that offer the NSLP, most commonly in schools that serve large numbers of economically disadvantaged children.

Resource | Research | Assessing/Improving Operations Evaluation of the Nutrient Standard Menu Planning Demonstration: Findings from the Formative Evaluation

Data was collected from directors of 34 school food authorities participating in the Nutrient Standard Menu Planning demonstration during fall 1995 and winter 1996. This information was used to assess the implementation status of these sites and examine perceived strengths and weaknesses of the system.
