The Study of School Food Authority (SFA) Procurement Practices is the first study from the U.S. Department of Agriculture (USDA), Food and Nutrition Service to comprehensively describe and assess the decision-making process regarding school food procurement practices at the SFA level. The sample for this study was a subset of the 1,679 SFAs that participated in the Child Nutrition Operations Study II (CN-OPS-II), which included a module on SFA procurement practices in school year (SY) 2016–17. Findings are based on the perceptions and experiences of the SFA and they may not reflect actual regulations and policies; this study was not an audit.

The most recent report (PC 2016) reflects state management information systems data from April 2016, and this Food Package Report is a supplemental analysis of that data. Since 1992, FNS has produced biennial reports on WIC participant and program characteristics based on the WIC Minimum Data Set compiled from state management information systems. The 20 items included in the MDS are collected as part of ongoing WIC operations and consist primarily of in formation related to participant eligibility.
The National School Lunch Program operates in over 94,000 schools and institutions. More than 26 million children receive meals through the program on any given day; about half of these meals are provided free of charge. The School Breakfast Program operates in approximately two-thirds of the schools and institutions that offer the NSLP, most commonly in schools that serve large numbers of economically disadvantaged children.
