Final Congressional Status Report on the 2012 Summer Food Service Program Enhancement Demonstrations

The diets of most Americans fall short of the Dietary Guidelines for Americans. This exploratory analysis examines dietary patterns of low-income individuals classified as healthy and less healthy eaters based on their score on the Healthy Eating Index (HEI)-2005. The HEI-2005 is a 100-point score that measures how well populations adhere to the Dietary Guidelines for Americans. 

This study, Models of SNAP Education and Evaluation (Wave I), is the first of two FNS-initiated independent evaluations designed to identify potential models of effective SNAP-Ed nutrition education and impact evaluation.

Summer Electronic Benefits Transfer For Children:Early Experiences through June 2011 of the Proof-of-Concept Year Contract #: AG-3198-C-11-0002

Pursuant to the 2010 Agriculture Appropriations Act, FNS initiated and carried out the Summer Food for Children demonstration project, aimed at preventing food insecurity and hunger among children during summer months. 

These demonstration projects are being conducted under the authority and funding provided by the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 2010. The Appropriations Act authorized the Secretary of Agriculture to use $85 million to develop and test alternative methods of providing access to food for low-income children in urban and rural areas during the summer months, when schools are not in regular session.

This report responds to the charge in the explanatory statement of Chairman Obey, entered into the Congressional Record Feb. 23, 2009, regarding the request from Congress in the conference report for the Omnibus Appropriations Act, 2009 (PL 111–8). The conference report included the following directive:

The Child Nutrition and WIC Reauthorization Act of 2004  permits direct verification of school meal applications and requires FNS to evaluate the feasibility and effectiveness of direct verification by school districts.

The purpose of this pilot was to test possible methods that could lead to valid estimations of the number of meals served by family day care homes. The estimated number of meals served can be used to develop estimates of over- and under-counts of meal claims that result in erroneous payments.

This report, required under the 2008 Farm Bill, reviews the nutritional quality of the food package provided through USDA’s Food Distribution Program on Indian Reservations, comparing its content to scientific standards including the Dietary Guidelines for Americans, the Dietary Reference Intakes, the Thrifty Food Plan nutrient standards and the Healthy Eating Index-2005.
